Minutes of a meeting held in Ysgol Cil-y-cwm on the 19th of November, 2007 at 7.30 pm.

Declaration of Interest : Councillor Aled Edwards (funding item from Eisteddfod Genedlaethol), Councillor Thomas Theophilus (planning item - Maes-yr-allt).

Matters arising : A letter had been received from Mr J. McEvoy, from the Transport and Engineering Department of Carms. County Council noting discussions with regard to traffic calming in Cil-y-cwm. County Councillor Thomas Theophilus agreed to discuss the matter further with the department concerned.

Adroddiad y Clerc - Clerk's Report

  1. Ms Clare Yeo contacted the Clerk noting problems with the byway leading past Pant-y-bryn. Following a discussion with the Chairman and County Councillor, it was agreed to seek a quotation to carry out the work. Council agreed to carry on with the work if it was subsidised by the County Walks Programme.
  2. Streetlighting issues - light in front of Llysnewydd was not working. This was reported to the County Council lighting department. Also, Mrs Julia Price, Wernddu contacted the Clerk requesting that a timer be installed on the streetlight in Siloh (on the side of a house). After discussion with Mr Nigel Francis (Street Lighting, Carms. County Council) it was agreed to have a timer turning the light off at midnight, coming on at 5.30 am.
  3. E-mail message sent to the School secretary (Mrs Pauline George) noting the dates of meetings held by the Community Council which remained unpaid (4).
  4. Discussion by phone held with Mr Stuart Quick, Carms. County Council (Llandovery Area Manager) regarding bench by Cil-y-cwm School. He agreed to remove the bench from the tarmac and replace the damaged pavement but he also insisted he would not be responsible for reinstatement and maintenance of the bench. Cost of new benches - steel, approx £450.00; untreated wood £90.00. Council agreed to continue discussion.
  5. Mr Simon Wardle, contacted the Clerk regarding the Pound. He gave the information that it was Class 2, Listed. He was also prepared to submit the paperwork required by the Conservation department of Carms. County Council in making any restoration work. Council agreed to proceed with the paperwork but more clarification was requested with regards to cost and work schedule.

Correspondence

  1. Audit - BDO Stoy Hayward have now completed the External Audit. They were happy with the Annual Return with no matters arising. The Return was presented to the Council and approved. Arrangements were made to display the Notice of Conclusion of Audit on the noticeboard as required by the "Account and Audit (Wales) Regulations 2005" for at least 14 days. Agreed to pay the sum of £58.75 to BDO Stoy Hayward for the work carried out.
  2. A letter had been received from James and Mary Iliff thanking the Community Council for the work carried out on the footpath near their home.
  3. Seminar - an invitation had been received from the County Council's Planning Dept. with regard to their Annual training seminar in Llandeilo. Cost would be £20.00 per person. Agreed that the Chairman, Councillor Walter Jones be given the opportunity to attend.
  4. Three questionnaires had been received. It was agreed that the Clerk should complete the forms. They were "Policing Plan 2008/11"; a Highway Maintenance Questionnaire and a consultation document from the Community Safety Partnership.
  5. Also received was a consultation document regarding Licensing Policy.
  6. Details of the Carmarthenshire Sports Personality Awards had been received.
  7. Numerous other letters and reports had been received and were made available to the Councillors.

It was resolved that the Council in accordance with its powers under Section 137 of the L.G.A., 1972, should incur the following expenditure which, in the opinion of Cil-y-cwm Community Council is in the interests of the area or its inhabitants, and will benefit them in a manner commensurate with the expenditure.

Maes-yr-allt, Llandovery - application - discharge of section 106 for Elizabeth Hughes. Yr Ysgubor, Siloh - granted - garage conversion to granny annex for Mrs M. Cotton.

Any Other Business

Councillor Walter Jones noted some concern with the Rhandir-mwyn road widening scheme near Divlyn, especially as to when the work would be completed.

A meeting was arranged in Ysgol Cil-y-cwm for 13th December, 2007 to discuss a planning issue.

Present : Councillors Arwel Davies; Moira Davies; Aled Edwards; Ann Jones; Eurwyn Lewis and County Councillor Thomas Theophilus. Also present Dafydd Tomos (Clerk to the Council).

As a result the Councillors of Cil-y-cwm Community Council had a frank and o

pen discussion regarding the outline planning application E/17869, plot at Talog Farm, Siloh, Llandovery.

The Community Council's response was "the Community Council have noted the points submitted with the application as set out by Mr Martin Watts. However, we question the need for a private dwelling within the criteria of local need. The Community Council believes there may be alternative housing options in the immediate vicinity".

Issues raised regarding Festivals in Cil-y-cwm

Following on from the previous meeting, the Council had been asked to summarise the issues so that a suitable response may be prepared.

  1. Finding an acceptable level of sound from the Festivals.
  2. Develop a structure to counteract the "anti-social behaviour".
  3. Use of phone kiosk in Cil-y-cwm.
  4. Patrolling between village and site at all times.
  5. Use of bottles and glass.
  6. Liasing with community prior to Festivals.
  7. The importance of keeping the highway clear of any vehicles.

Minutes of a meeting of Cil-y-cwm Community Council held in Ysgol Cil-y-cwm at 7.30pm

Also present Police Constable Howie Davies and Dafydd Tomos (Clerk to the Council).

Apologies : Councillor Lesley Holdaway-Evans and Special Constable Stephen Griffiths.

Declaration of Interest : None

P.C. Howie Davies spoke on issues relating to criminal activities and law-breaking in this area. Of greatest concern was the increase in the number of "Distraction Burglaries" on elderly residents. Councillors were asked to assist the elderly section of this community in contacting the appropriate body and delivering the support being offered by Dyfed Powys Police Force including the Bobby Van scheme. The Clerk was asked to provide a poster for the noticeboards and also insert a mention in the community news of the local papers. Other topics discussed were traffic calming in Cil-y-cwm. County Councillor Thomas Theophilus noted that officers from the Highways Dept. of Carms. County Council had visited the village to discuss the situation. When more information would be available, one of the considerations discussed would be to hold a public meeting.

Minutes of previous meeting having been circulated before the meeting were approved correct and signed by the Chairman, Councillor Walter Jones.

Matters arising

  1. Festival Issues - the Clerk had contacted both Festival organisers noting issues that had arisen. It was agreed to ask a representative from both organisations to attend the next meeting.
  2. Footpaths - a number of problem areas remained but were being addressed.

Clerk's Report

  1. Forwarded to the Chairman - information and an invite regarding an event by the R.A.F. to be held in Llandovery College.
  2. Noticeboards - asked Mr Goronwy Thomas to find a method of closing the noticeboards without the need for a key. Cost - £20.00.
  3. External Audit form completed, a copy sent to all Councillors.
  4. Menter Bro Dinefwr requested information on the use of language at meetings and also the number of Councillors who spoke Welsh.
  5. Received a phone call from Mrs Anita Jones, the Clerk for the village of Brechfa, noting positive comments about the interpretation panel by the Cae Chwarae, also requesting further information about the cost of a panel for their community.
  6. Information received from Society of Local Council Clerks regarding an area meeting in Carmarthen.
  7. Footpaths - claim for work done in the Summer submitted to Carms. County Council for the 90% grant. Also visited footpath near Eithin Tewion twice to discuss proposed work on path, estimated cost of £120.00.

Correspondence

  1. Community Review -- Carmarthenshire County Council was carrying out a review of the wards and community boundaries in the county. After a discussion, it was agreed that the Community Council contact the County Council noting that the 2 wards in Cil-y-cwm were uneven regarding ratio of elector to Councillor. The South Ward contained 182 electors with 5 Councillors resulting in a ratio of 36 electors per Councillor whilst in the North Ward there were 206 electors with 3 Councillors, a ratio of 69 electors per Councillor. The Clerk also noted that he had been made aware of this problem by the previous Clerk.
  2. Voting Locations - a list of all the voting locations in Carmarthenshire had been received. There was no issues with the present location of voting in Cil-y-cwm School.
  3. PROW Action Plan - a comprehensive report was received from the Leisure and Sport department of Carmarthenshire County Council regarding footpaths in Carmarthenshire. This plan is also available on the County Council website.
  4. HOWLTA - the date and agenda for the AGM to be held in Llanwrtyd had been received.
  5. Un Llais i Gymru - details received regarding meetings within the county including details of the National AGM.

  6. Services Questionnaire - agreed that the Clerk fill in this questionnaire for Cardiff University.
  7. Local Health Panels - details received of the venues and dates of the Local Health Board's meetings.
  8. Menter Bro Dinefwr - an invitation to attend the Open Meeting to be held in Farmers on the 11 th of September.
  9. Cambrian Mountains - a request from Ceredigion County Council to attend a meeting in Llandovery Rugby Club regarding the development of 4 x 4 routes in the Cambrian Mountains.
  10. Dwr Cymru - details and maps received of proposals to renew the existing pipeline which will eventually improve the drinking water quality in Wales.
  11. Numerous other letters and reports had been received and were presented and made available to the Councillors.

  1. The Clerk noted that there were planned changes to the community website. Agreed to look into putting the minutes of the Council on a new location on the main heading rather than the present location of "News, Comments and Events".
  2. Councillor Arwel Davies noted that the wooden bench in Porth-y-rhyd was in a poor condition. Agreed that the Clerk look into the possibility of purchasing another. Also agreed to seek a solution in raising the bench from its position of being placed in tarmacadam.
